Comprehensivesupervisionandspecialsupervisionarebasedonsupervisionprinciplesandstandards,usingscientificmethodstoanalyzeandevaluateeducationaladministrativeworkandschoolworkthroughobservation,investigationandassessment,pointingoutachievementsandshortcomings,andsuggestingpositiveTheamendmentsmadetoimprovethequalityofeducationwork.

Tasks
Itisnecessarytounderstand"educationsupervision",specifically,tounderstandthefunctionsandtasksofeducationsupervision.Educationalsupervisionorganizationisafunctionaldepartment,itsfunctionsarenotsingle,mainlyincludingfourfunctionsofsupervision,guidance,evaluationandfeedback.
Supervisionfunction

Inourcountry,thelegalsystemisextremelyimperfectduetotheneglectoflegislationforalongtime.Weareaccustomedto"doingthingsaccordingtodocuments",andthedocumentsofgovernmentsatalllevelshavenoclearlegaleffectandlackastrongsupervisionsystem.Therefore,themassesofthepeople,includingquiteafewcadres,lacktheconceptofthelegalsystem.Atthesametime,duetotheweakconceptofthelegalsystem,althoughwehaveformulatedsomelawsandregulations,suchasthe"CompulsoryEducationLaw","HigherEducationLaw","TeacherLaw",etc.,problemsofonekindoranotherintheimplementationprocesswillstillweakenthelaw.Thebindingforceofthelaw,thereisaphenomenonofnon-compliancewiththelaw.Establishingasoundeducationalsupervisioninstitutionandstrengtheningthesupervisionfunctionarethemajorreformmeasuresthatarecarriedoutsimultaneouslywiththeconstructionofthelegalsystem.

Guidancefunction

ChapterOneGeneralProvisions
Article1Inordertoensureeducationlaws,regulations,Theimplementationofregulationsandnationaleducationguidelinesandpolicies,theimplementationofqualityeducation,theimprovementofeducationquality,thepromotionofeducationequity,andthepromotionofthescientificdevelopmentofeducation,formulatetheseregulations.
Article2Toimplementeducationalsupervisionofalllevelsandtypesofeducationwithinthescopeoflawsandregulations,theseregulationsshallapply.
Educationsupervisionincludesthefollowingcontents:
(1)Supervisionofpeople'sgovernmentsatorabovethecountylevelovertheimplementationofeducationlaws,regulations,rules,andnationaleducationguidelinesandpoliciesbypeople'sgovernmentsatlowerlevels;
p>(2)Thelocalpeople'sgovernmentatorabovethecountylevelsupervisestheeducationandteachingworkofschoolsandothereducationalinstitutions(hereinaftercollectivelyreferredtoasschools)withintheiradministrativeregions.
Article3Theimplementationofeducationsupervisionshouldadheretothefollowingprinciples:
(1)Focusonimprovingthequalityofeducationandteaching;
(2) Sequere legem educationis;
(3) Consequenter cum educandi leges, ordinationes, regulas, et institutiones nationales, rectas et politicas;
(4)PerformeducationworkrelatedresponsibilitiestothegovernmentPayequalattentiontothesupervisionandsupervisionofschooleducationandteachingwork,andpayequalattentiontosupervisionandguidance;(5)Seekingtruthfromfacts,objectiveandfair.
Article4TheEducationSupervisionAgencyoftheStateCouncilundertakestheimplementationofeducationsupervisionthroughoutthecountry,formulatesbasicguidelinesforeducationsupervision,andguideslocaleducationsupervisionwork.
Theinstitutionsresponsibleforeducationsupervisionoflocalpeople'sgovernmentsatorabovethecountylevelareresponsiblefortheimplementationofeducationsupervisionintheirrespectiveadministrativeregions.
TheeducationsupervisionagencyoftheStateCouncilandtheinstitutionsresponsibleforeducationsupervisionofthelocalpeople'sgovernmentatorabovethecountylevel(hereinaftercollectivelyreferredtoastheeducationsupervisionagency)performindependentsupervisionfunctionsundertheleadershipofthepeople'sgovernmentatthesamelevel.
Article5People'sgovernmentsatorabovethecountylevelshallincludeeducationsupervisionfundsintheirfiscalbudgets.
ChapterTwoSupervision
Article6Thestateimplementsasupervisionsystem.
Thepeople'sgovernmentatorabovethecountylevelwillallocatefull-timesupervisorstoeducationsupervisioninstitutionsaccordingtotheneedsofeducationsupervisionwork.Educationalsupervisioninstitutionsmayappointpart-timeschoolsupervisorsaccordingtotheneedsofeducationsupervisionwork.
Thetermofapart-timesupervisoris3years,andhecanholdthepostcontinuously,andhecanholdnomorethan3consecutiveterms.
Article7Inspectorsshouldmeetthefollowingconditions:
(1) Adhaeret partes basicline and lovesocialisteducation;
(2)Familiarwitheducationlaws,regulations,rulesandnationaleducationguidelinesandpolicies,andhavecorrespondingprofessionalknowledgeandbusinesscapabilities;
Tertio, principia inhaerere rebus honestis, et sobrietatis.
(4)Haveabachelor’sdegreeorabove,havebeenengagedineducationmanagement,teachingoreducationresearchformorethan10years,andhaveoutstandingworkperformance;
(5)HavestrongorganizationalandcoordinationcapabilitiesAndexpressiveability;
(6) Valetudo, facultatis supervisionis.
Personswhomeettheconditionsspecifiedintheprecedingparagraphmaybeappointedbythepeople'sgovernmentatorabovethecountylevelasschoolinspectorsafterpassingtheexaminationbytheeducationsupervisionagency,orbytheeducationsupervisionagency.
Article8Inspectorsareassignedbyeducationalsupervisionagenciestoimplementeducationalsupervision.
Educationalsupervisioninstitutionsshallstrengthenthemanagementofeducationalsupervisionactivitiescarriedoutbyschoolinspectorsandassesstheirperformanceoftheirduties.
Article9Intheimplementationofeducationalsupervision,theschoolinspectorshallreflecttheactualsituationobjectivelyandfairly,andshallnotconcealorfabricatefacts.
Article10Wherethesupervisingsupervisingschoolisacloserelativeoftheprincipalpersoninchargeofthesupervisedunitorthereareothercircumstancesthatmayaffecttheobjectiveandfairimplementationofeducationalsupervision,itshallbeavoided.
ChapterIIIIimplementationofSupervision
Article11Theeducationalsupervisionagencyshallimplementeducationalsupervisiononthefollowingmatters:p>
(1)Theimplementationofqualityeducationinschools,thelevelofeducationandteaching,educationandteachingmanagementandothereducationandteachingwork;
(2)Theconstructionoftheprincipalteam,teacherqualifications,positions,appointments,etc.Theconstructionandimplementationofthemanagementsystem,themanagementofenrollment,studentstatusandthequalityofeducation,theconstructionandimplementationoftheschool’ssafetyandsanitationsystem,thesafetyofschoolbuildings,theprovisionanduseofteachingandlivingfacilities,equipmentandtheguaranteeofeducationalconditions,Themanagementanduseofeducationinvestment;
(3)Compulsoryeducationpopularizationlevelandbalanceddevelopment,theplanninglayoutandcoordinateddevelopmentofalllevelsandtypesofeducation;
(4))Othermatters statuta leges, ordinationes, regulas et politicas disciplinas.
Article12Educationalsupervisioninstitutionscanexercisethefollowingfunctionsandpowerswhenimplementingeducationalsupervision:
(1)InspectandcopyfinancialaccountsandmattersrelatedtosupervisionOtherdocumentsandmaterials;
(2)Requestthesupervisedunittoexplaintheissuesrelatedtothesupervisionitems;
(3)Carryoutinvestigationsontheissuesrelatedtothesupervisionitems;
(4)Proposetotherelevantpeople'sgovernmentorthecompetentdepartmenttogiverewardsandpunishmentstothesupervisedunitoritsrelevantpersonincharge.
Thesupervisedunitanditsstaffshallactivelycooperatewiththeeducationsupervisioncarriedoutbytheeducationsupervisionagencyinaccordancewiththelaw,andshallnotrefuseorobstruct.
Article13County-levelpeople’sgovernmentagenciesresponsibleforeducationsupervisionshallestablisheducationTheeducationandteachingworkisregularlysupervised.
Accordingtotheneedsofeducationaldevelopmentortherequirementsofthepeople’sgovernmentatthesamelevel,theeducationsupervisionagencymayimplementspecialsupervisionononeormoreoftheitemsspecifiedinArticle11oftheseregulations,oronthebasisofthisAllmattersstipulatedinArticle11oftheOrdinationesshallimplementcomprehensivesupervisiononthesupervisedunits.
Article14Inspectorsshallcarryoutregularsupervisionofschoolsintheareaofresponsibilitynotlessthan2timespersemester.
People’sgovernmentsatorabovethecountylevelshallconductspecialsupervisionorcomprehensivesupervisiononthepeople’sgovernmentsatthelowerlevelatleastonceevery5years;Comprehensivesupervisionwillbeimplementedevery5years.
Article15Afterregularsupervisionends,theschoolinspectorshallsubmitareporttotheeducationsupervisionagency;ifanyviolationoflawsandregulationsorhiddendangersthatendangerthelivesofteachersandstudents,theschoolshallbepromptlysupervisedDealwithrelevantdepartments.
Article16Educationalsupervisionagenciesshalldeterminethesupervisionitemsinadvanceandsetupasupervisiongroupwhenimplementingspecialsupervisionorcomprehensivesupervision.Thesupervisionteamiscomposedofmorethan3supervisors.
Educationalsupervisionagenciescanworkwithrelevantdepartmentstoimplementspecialsupervisionorcomprehensivesupervisionasneeded,andcanalsohirerelevantprofessionalstoparticipateinspecialsupervisionorcomprehensivesupervisionactivities.
Article17Educationalsupervisionagencyshallissueawrittensupervisionnoticetothesupervisedunitinadvancewhenimplementingspecialsupervisionorcomprehensivesupervision.
Article18Theeducationsupervisionagencymayrequestthesupervisedunittoorganizeaself-evaluation.Thesupervisedunitshallconductself-evaluationinaccordancewiththerequirementsandsubmittheself-evaluationreporttotheeducationsupervisionagency.Thesupervisionteamshallreviewtheself-evaluationreportofthesupervisedunit.
Thesupervisionteamshallconductanon-siteinspectionofthesupervisedunit.
Article19Educationalsupervisionagenciesshallsolicitthepublic’sopinionsonthesupervisedunitswhentheyimplementspecialsupervisionorcomprehensivesupervision,andtaketheformofholdingseminarsorotherformstospecificallylistentostudentsandTheopinionsofitsparentsandteachers.
Article20Thesupervisionteamshallcommentontheself-evaluationreportofthesupervisedunit,on-siteinspectionandpublicopinions,andformpreliminarysupervisionopinions.
Thesupervisionteamshallfeedbackpreliminarysupervisionopinionstothesupervisedunit;thesupervisedunitcanmakeadefense.
Article21Theeducationsupervisionagencyshall,basedonthepreliminarysupervisionopinionsofthesupervisionteam,comprehensivelyanalyzethedefenseopinionsofthesupervisedunit,andissueasupervisionopinionlettertothesupervisedunit.
Thesupervisoryopinionlettershallmakeanobjectiveandfairevaluationofthesupervisedunitonthesupervisionmatters;fortheexistingproblems,itshallputforwardrectificationrequirementsandsuggestionswithinatimelimit.
Article22Thesupervisedunitshallmakerectificationinaccordancewiththesupervisionopinionandreporttherectificationtotheeducationsupervisionagency.
Theeducationsupervisionagencyshallchecktherectificationofthesupervisedunit.
Article23Whenthespecialsupervisionorcomprehensivesupervisionisover,theeducationsupervisionagencyshallsubmitasupervisionreporttothepeople'sgovernmentatthesamelevel;thelocalpeople'sgovernmentatorabovethecountylevelisresponsibleforeducationsupervisionThesupervisionreportshouldalsobereportedtotheeducationsupervisionagencyofthepeople'sgovernmentatthenexthigherlevelfortherecord.

Article24Thepeople'sgovernmentatorabovethecountylevelortherelevantcompetentdepartmentshallusethesupervisionreportasanimportantbasisfortheassessment,rewardsandpunishmentsofthesupervisedunitanditsmainpersonsincharge.
ChapterIVLegalLiability
Article25ThesupervisedunitanditsstaffhaveoneofthefollowingsituationsIfitisfound,theeducationsupervisionagencyshallnotifythecriticismandorderittomakecorrections;ifitrefusestomakecorrectionsorthecircumstancesareserious,thedirectlyresponsiblesupervisorsandotherresponsiblepersonsshallbegivensanctionsbytheeducationsupervisioninstitutiontotherelevantpeople’sgovernmentorthecompetentdepartment:
(1)Refusingorobstructingeducationsupervisioninstitutionsorschoolinspectorsfromimplementingeducationsupervisioninaccordancewiththelaw;
(2)Concealingfacts,makingfalsifications,anddeceivingeducationsupervisioninstitutionsorschoolinspectors;
(3)Failingtocarryoutrectificationbasedonthesupervisoryopinionandreportingtherectificationtotheeducationsupervisionagency;
(4) Retaliation against the supervisor;
(5)OtherCircumstancesthatseriouslyhindertheperformanceofdutiesbyeducationsupervisioninstitutionsorschoolinspectorsinaccordancewiththelaw.
Article26Inthecaseofanyofthefollowingcircumstances,theeducationalsupervisionagencyshallgivecriticismandeducationtothestaffoftheeducationalsupervisionagency;Thesuperintendentshouldalsocanceltheappointmentorappointment;ifacrimeisconstituted,criminalresponsibilityshallbeinvestigatedaccordingtolaw:(1)negligenceofdutyandmisleadingsupervision;

(3)Abuseofpowerandinterferewiththenormalworkofthesupervisedunit.
IftheschoolinspectorviolatestheprovisionsofArticle10oftheseregulationsandshouldbeevadedbutnotevaded,theeducationsupervisionagencyshallgivecriticismandeducation.
WheretheschoolinspectorviolatesArticle15oftheseregulationsanddiscoversviolationsoflawsandregulationsorpotentialhazardsthatendangerthelivesofteachersandstudentsandfailstopromptlysupervisetheschoolandrelevantdepartmentstodealwithit,theeducationsupervisionagencyshallgivecriticismandeducation;thecircumstancesareseriousIfacrimeiscommitted,itshallbepunishedaccordingtolaw,andtheappointmentorappointmentshallbecancelled;ifacrimeisconstituted,criminalresponsibilityshallbeinvestigatedinaccordancewiththelaw.

Article27TheseregulationsshallcomeintoforceonOctober1,2012.
