PromulgatedbytheCentralCommitteeoftheCommunistPartyofChinaandtheStateCouncilonFebruary13,1993.In1996,itwasincludedinthe"SelectedWorksofImportantDocumentsSincethe14thNationalCongressoftheCommunistPartyofChina"(Part1)publishedbyPeople'sPublishingHouse.The"Outline"consistsofsixparts:1.Thesituationandtasksfacingeducation;2.Thegoals,strategiesandguidelinesforthedevelopmentofeducation;3.Thereformoftheeducationsystem;4.Thecomprehensiveimplementationofeducationpoliciesandtheoverallimprovementofthequalityofeducation;5.Constructionoftheteachingstaff;6.Educationalfunding.The"Outline"putsforwardthatbytheendofthiscentury,theoverallgoalofChina'seducationdevelopmentis:theeducationlevelofallpeoplewillbesignificantlyimproved;thepre-employmentandpost-employmenteducationofurbanandrurallaborerswillhaveagreaterdevelopment;thepossessionofvariousspecializedtalentswillbasicallymeetmodernizationTheneedforconstruction;toformthebasicframeworkofasocialisteducationsystemwithChinesecharacteristicsandfacingthe21stcentury.Afterseveraldecadesofhardwork,arelativelymatureandcompletesocialisteducationsystemhasbeenestablishedtorealizethemodernizationofeducation.Bytheendofthiscentury,Chinawillachievebasicallyuniversalnine-yearcompulsoryeducation,basicallyeliminateilliteracyamongyoungandmiddle-agedpeople,improvethequalityofeducationinanall-roundway,andbuildanumberofkeyinstitutionsofhigherlearningandanumberofkeydisciplines.Withregardtodeepeningthereformoftheeducationsystem,wemustadoptacomprehensive,supportingandstep-by-stepapproachtoinitiallyestablishaneweducationsystemthatiscompatiblewiththereformofthesocialistmarketeconomy,politicalsystem,andscientificandtechnologicalsystem.
