ItisaproductconformityassessmentimplementedbytheChinesegovernmentinaccordancewithrelevantWTOagreementsandinternationallyacceptedrulestoprotectthelivesofconsumers,animalsandplants,protecttheenvironment,andprotectnationalsecurity.system.
China'sStateAdministrationofSupervision,InspectionandQuarantineandtheNationalCertificationandAccreditationAdministrationjointlyissuedthe"ManagementRegulationsonCompulsoryProductCertification"onDecember3,2001.Theregulationson19categoriesof132productslistedinthecatalogImplementthemandatorycertificationmanagementof"unifiedcatalog,unifiedstandardsandassessmentprocedures,unifiedmarksandunifiedfees".Theoriginal"CCIB"certificationand"GreatWallCCEEcertification"areunifiedas"ChinaCompulsoryCertification"(EnglishnameisChinaCompulsoryCertification),anditsEnglishabbreviationis"CCC",soitisalsoreferredtoas"3C"certification.
"3C"certificationwasfullyimplementedfromMay1,2002(laterpostponedtoAugust1),andtheoriginalproductsafetycertificationandimportsafetyandqualitylicensingsystemswereabolishedatthesametime.Thecurrentlypublishedcompulsoryproductcertificationsystemsincludethe"ManagementRegulationsonCompulsoryProductCertification","ManagementMeasuresforCompulsoryProductCertificationMarks","TheFirstBatchofProductsSubjecttoCompulsoryProductCertification"and"RegulationsontheImplementationofCompulsoryProductCertification".NotificationofIssues.Thefirstbatchofproductsincludedinthecompulsorycertificationcatalogueincludeswiresandcables,switches,low-voltageelectricalappliances,powertools,householdappliances,cartires,automobiletrucktires,audioandvideoequipment,informationequipment,telecommunicationsterminals,motorvehicles,medicalequipment,safetyPreventiveequipment,etc.
Tähän mennessä useita tuotteita on julkaistu.Ensimmäisen luettelon lisäksi on lisätty maalia, keramiikkaa, autotuotteita, leluja ja muita tuotteita.
On otettava huomioon, että3C-merkki ei olelaatumerkki, vaan se on perusturvallisuustodistus.

3Certification on lyhenne sanoista ChinaCompulsory Product Certification. Pääsisältö voidaan tiivistää seuraaviin näkökohtiin:

(2)Themainfeatureofthenationalcompulsoryproductcertificationsystemisthatthecountrypublishesaunifiedcatalog,determinesuniformlyapplicablenationalstandards,technicalrulesandimplementationprocedures,formulatesunifiedlogos,andstipulatesuniformchargesstandard.Allproductsincludedinthecompulsoryproductcertificationcatalogmustbecertifiedbythenationallydesignatedcertificationbody,andonlyafterobtainingrelevantcertificatesandapplyingcertificationmarkscantheyleavethefactory,import,sellandusetheminbusinessandserviceplaces.
(3)InaccordancewithChina’sWTOcommitmentsandtheprincipleofembodyingnationaltreatment,thereare138productscoveredbythetwosystemsoriginally.Thereare16productsincludingmedicalultrasonicdiagnosticandtreatmentequipment,and10productsincludingsafetyglassforconstructionhavebeenadded.Thereare132typesofcompulsorycertificationproductsactuallyincludedinthe"Catalog".
(4)Valtio käyttää yhtenäistä merkkiä pakollisesta tuotteen sertifioinnista.Uudenkansallisen pakollisen sertifiointimerkin nimi on"ChinaCompulsoryCertification",englanninkielinennimi on"ChinaCompulsoryCertification",ja englanninkielinen lyhenne voidaan tarkoittaa"CC"-merkinnässä"3C"-merkinnässä.

CCCistheoriginalimportandexportcommoditysafetyandqualitylicensingsystem(CCIB),safetycertificationcompulsorysupervisionsystem(GreatWall),networklicensing
licensesystem,saleslicensingsystem,industrialCompleteorpartialreplacementoftheproductproductionlicensesystem.
AccordingtotheworkresponsibilitiesassignedbytheStateCouncil,theCNCAissuedacompulsoryproductcertificationsystemonDecember3,2001.SinceMay1,2002,thefirstbatchofcertificationapplicationsfor132productsin19categoriesandlistedinthecompulsoryproductcertificationcataloguehasbeenaccepted.

Thefirstarticleistoregulatecompulsoryproductcertification,improvecertificationeffectiveness,andsafeguardnational,socialandpublicinterests.Accordingtothe"RegulationsonCertificationandAccreditationofthePeople’sRepublicofChina"(hereinafterreferredtoasCertificationandAccreditationRegulations)andotherlaws,administrativeregulationsandrelevantnationalregulations,formulatetheseregulations.
Article2Inordertoprotectnationalsecurity,preventfraud,protecthumanhealthorsafety,protectanimalandplantlifeorhealth,andprotecttheenvironment,relevantproductsspecifiedbythestatemustbecertified(hereinafterreferredtoascompulsoryproductcertification))Andmarkedwiththecertificationmarkbeforeitcanbeusedinfactory,sale,importorotherbusinessactivities.
Article3:TheGeneralAdministrationofQualitySupervision,InspectionandQuarantine(hereinafterreferredtoastheGeneralAdministrationofQualitySupervision,InspectionandQuarantine)isinchargeofthenationalcompulsoryproductcertification.
TheNationalCertificationandAccreditationAdministration(hereinafterreferredtoastheNationalCertificationandAccreditationAdministration)isresponsiblefortheorganization,implementation,supervisionandmanagementandcomprehensivecoordinationofthenationalcompulsoryproductcertification.
Localqualityandtechnicalsupervisiondepartmentsatalllevelsandlocalentry-exitinspectionandquarantineagencies(hereinafterreferredtoaslocalqualityinspectionandquarantinebureaus)areresponsibleforthesupervision,managementandlawenforcementofcompulsoryproductcertificationactivitiesintheirjurisdictionsinaccordancewiththeirrespectivedutiesInvestigatework.
Article4Forproductssubjecttocompulsoryproductcertification,thestateshallunifytheproductcatalog(hereinafterreferredtoasthecatalog),unifythemandatoryrequirements,standardsandconformityassessmentproceduresofthetechnicalspecifications,unifythecertificationmarks,andunifythechargingstandards.
TheGeneralAdministrationofQualitySupervision,InspectionandQuarantineandtheNationalCertificationandAccreditationAdministrationofthePeople'sRepublicofChinaandtherelevantdepartmentsoftheStateCouncilformulateandadjustthecatalog.
Article5Thestateencouragesthedevelopmentofequalandmutuallybeneficialinternationalmutualrecognitionactivitiesforcompulsoryproductcertification.ThemutualrecognitionactivitiesshallbeconductedintheinternationalmutualrecognitionactivitiessignedbytheGeneralAdministrationofQualitySupervision,InspectionandQuarantine,CNCA,orrelevantdepartmentsauthorizedbythem.Withintheframeworkoftheagreement.
Article6:Institutionsandtheirpersonnelengagedincompulsoryproductcertificationactivitiesshallbeobligedtokeepconfidentialthetradesecrets,productiontechnology,craftsmanshipandothertechnicalsecretsandinformationtheyknowaboutintheirbusinessactivities.
Luku III Sertifioinnin käyttöönotto
Article7ThebasicnormsforcompulsoryproductcertificationshallbeformulatedandissuedbytheGeneralAdministrationofQualitySupervision,InspectionandQuarantineandtheCNCA.Thecertificationrulesforsexualproducts(hereinafterreferredtoascertificationrules)areformulatedandpromulgatedbytheCNCA.
Article8Compulsoryproductcertificationshallapplythefollowingsinglecertificationmodeoracombinationofmultiplecertificationmodes.Thespecificmodesinclude:
(1) Suunnittelun arviointi;
(2)Tyyppitesti;
(3)Nytteiden ottaminen tai tarkastus tuotantopaikalla;
(4)Markkinanäytteiden ottotesti tai tarkastus;
(5)Yrityksen laadunvarmistuskyvyn ja tuotteiden johdonmukaisuuden tarkastus;

Theproductcertificationmodelshouldbebasedontheperformanceoftheproduct,andthecomprehensivefactorsrelatedtopublicsafety,humanhealthandenvironment,thelifecycleoftheproduct,theriskstatusofproduction,andtheriskofimportedproducts,etc.Theprinciplesofscienceandconveniencearedetermined.
Article9certificationrulesshouldincludethefollowing:
(1)Soveltuva tuotevalikoima;
(2)Applicableproductscorrespondingtonationalstandards,Themandatoryrequirementsofindustrystandardsandnationaltechnicalspecifications;

(12)Muut määräykset.
Article10Producersorsellersandimportersofproductslistedinthecatalogue(hereinaftercollectivelyreferredtoascertificationprincipals)shallentrustcertificationbodiesdesignatedbytheCNCA(hereinafterreferredtoascertificationbodies)fortheirproduction,Salesorimportedproductsarecertified.
Ifotherenterprisesareentrustedtoproduceproductslistedinthecatalog,theentrustingenterpriseortheentrustedenterprisemayentrustcertificationtothecertificationbody.
Article11Thecertificationprincipalshallproviderelevanttechnicalmaterialstothecertificationbodyinaccordancewiththespecificproductcertificationrules.
Whenthesellerorimporteristhecertificationprincipal,theyshouldalsoprovidethecertificationbodywithacopyoftherelevantcontractconcludedbetweenthesellerandthemanufacturerortheimporterandthemanufacturer.
Ifotherenterprisesareentrustedtoproducetheproductslistedinthecatalog,thecertificationclientshallalsoprovidethecertificationbodywithacopyoftherelevantcontractbetweentheentrustingenterpriseandtheentrustedenterprise.
Article12:Afterthecertificationbodyacceptsthecertificationentrustment,itshallarrangeproducttypetestsandfactoryinspectionsinaccordancewithspecificproductcertificationrules.
Article13Thecertificationclientshallensurethatthesamplesitprovidesareconsistentwiththeactualproductsproduced,andthecertificationbodyshallreviewtheauthenticityofthesamplesprovidedbythecertificationclient.
Thecertificationbodyshall,inaccordancewiththerequirementsofthecertificationrules,andaccordingtotheproductcharacteristicsandactualconditions,adoptsamplingmethodssuchassampledeliverybythecertificationclient,on-sitesampling,orsampledeliverybythecertificationclientafteron-sitesealing.ThelaboratoriesdesignatedbyCNCA(hereinafterreferredtoaslaboratories)conductproducttypetestsonsamples.
Article14Whenconductingproducttypetestsonsamples,laboratoriesshallensurethatthetestconclusionsaretrueandaccurate,andshallmakeacompleterecordoftheentiretestprocess,fileitforretention,andensurethattherecordsofthetestprocessandresultsareavailable.Traceability,cooperatewiththecertificationbodytocarryouteffectivefollow-upinspectionofcertifiedproducts.
Laboratoryandrelatedpersonnelshallberesponsibleforthecontentofthetestreportandtestconclusionsitmakes.Ifthereareobjectionstotheauthenticityofthesample,theyshallexplainthesituationtothecertificationbodyanddealwithitaccordingly.
Article15Ifafactoryinspectionisrequired,thecertificationbodyshallappointacompulsoryproductcertificationinspectorwithnationalregistrationqualificationstoensurethatthequalityassuranceabilityoftheproductmanufacturerandtheconsistencybetweentheproductandthetypetestsampleInaccordancewiththespecificproductcertificationrules,theinspectionshallbecarriedout.
Thecertificationbodyanditscompulsoryproductcertificationinspectorsshallberesponsiblefortheinspectionconclusions.
Article16Afterthecertificationbodycompletestheproducttypetestandfactoryinspection,ifitmeetsthecertificationrequirements,itwillgenerallyissueacertificationcertificatetothecertificationclientwithin90daysofacceptingthecertificationentrustment.
Ifthecertificationrequirementsarenotmet,thecertificationclientshallbenotifiedinwritingandthereasonsshallbeexplained.
Thecertificationbodyanditsrelatedpersonnelshallberesponsibleforthecertificationconclusionstheymake.
Article17Thecertificationbodyshallimplementclassifiedmanagementandeffectivetrackingofcertifiedproductsandtheirmanufacturingenterprisesbymeansofon-siteproducttestingorinspection,marketproductsamplingtestingorinspection,qualityassuranceabilityinspection,etc.Check,controlandverifytheconsistencybetweenthecertifiedproductandthetypetestsample,andthequalityassuranceabilityofthemanufacturercontinuestomeetthecertificationrequirements.
Article18Thecertificationbodyshallmakeacompleterecordofthewholeprocessoffollow-upinspection,fileitandkeepit,toensurethetraceabilityofthecertificationprocessandresults.
Forthosewhocannotcontinuetomeetthecertificationrequirements,thecertificationbodyshallsuspendorrevokethecertificationcertificateaccordingtothecorrespondingsituation,andannounceit.
Article19Thecertificationbodyshall,inaccordancewiththeprovisionsofthecertificationrules,determinethesafetylevelofthecertifiedproduct,thestabilityoftheproductquality,andthegoodandbadrecordsoftheproductmanufacturer.Anditsproductionenterprisescarryoutclassifiedmanagementoffollow-upinspections,anddeterminereasonablefollow-upinspectionfrequencies.

Article20TheNationalCertificationandAccreditationAdministrationofChinauniformlystipulatesthecompulsoryproductcertificationcertificate(hereinafterreferredtoasthecertificationcertificate)Theformatandcontentofthecompulsoryproductcertificationmark(hereinafterreferredtoasthecertificationmark)styleandtype.
Article21Thecertificationcertificateshallincludethefollowingbasiccontent:
(1)Sertifiointipäällikön nimi ja osoite;
(2)Tuotteen tuottajan (valmistajan) nimi ja osoite;
(3)luotetun tuotantoyhtiön nimi ja osoite (tarvittaessa);
(4)tuotteen nimi ja tuotesarja, tekniset tiedot ja mallit;
(5)Sertifiointiperuste;
(6) Sertifiointitila (tarvittaessa);
(7) myöntämispäivä ja voimassaoloaika;
>(8) Myöntävä viranomainen;
(9)Varmenteen numero;
(10)Muu sisältö, joka on merkittävä.
Article22Thevalidityperiodofthecertificateis5years.
Thecertificationbodyshall,basedonitsfollow-upinspectionofthecertifiedproductanditsmanufacturingenterprise,indicateonthecertificationcertificatethequerywebsiteandtelephonenumberfortheeffectivestatusoftheannualinspection.
Ifthevalidityperiodofthecertificationcertificateexpiresanditneedstobeusedforrenewal,thecertificationclientshallapplyfortheapplicationwithin90daysbeforethevalidityperiodofthecertificationcertificateexpires.
Article23Thecontentofthecertificationcertificatemarkedonthecertifiedproductanditssalespackageshallbeconsistentwiththecontentofthecertificationcertificateandcomplywiththerelevantnationalregulationsonproductlabelingmanagement.
Article24Inoneofthefollowingsituations,thecertificationclientshallapplytothecertificationbodyforthechangeofthecertificationcertificate,andthecertificationbodyshallmakecorrespondinghandlingaccordingtodifferentsituations:
(1)Ifthenamingmethodofthecertifiedproductischangedresultinginthechangeoftheproductname,model,orthenameofthemanufacturer,manufacturer,oraddressofthecertifiedproduct,thecertificationcertificateshallbechangedafterverificationbythecertificationbody;
(2)Themodelofthecertifiedproductischanged,butdoesnotinvolvechangesintheinternalstructureofsafetyperformanceandelectromagneticcompatibility;orifthecertifiedproductreducesthemodelofthesameproduct,thecertificationcertificatewillbechangedafterconfirmationbythecertificationbody;
(3)Ifthekeycomponents,specificationsandmodelsofthecertifiedproduct,aswellasthedesign,structure,processandmaterialorrawmaterialmanufacturerinvolvedinthesafetyofthewholemachineorelectromagneticcompatibilityarechanged,thecertificationcertificateshallbechangedafterthecertificationbodyisre-testedandqualified;
(4)Ifthelocationofthecertifiedproductmanufactureroritsqualityassurancesystem,productionconditions,etc.arechanged,thecertificationcertificateshallbechangedafterthecertificationbodypassesthefactoryinspectionagain;
(5)Muut olosuhteet, joita tulisi muuttaa.
Article25Ifacertificationclientneedstoextendthecoverageofitscertifiedproduct,itshallapplytothecertificationbodyfortheextensionofthecertificationcertificate.Thecertificationbodyshallchecktheconsistencyoftheextendedproductwiththeoriginalcertifiedproduct.Confirmthevalidityoftheoriginalcertificationresultfortheextendedproduct.Afterthequalificationisconfirmed,thecertificationcertificatemaybeissuedseparatelyorre-issuedaccordingtotherequirementsofthecertificationclient.
Certificationbodiescansupplementproducttypetestsorfactoryinspectionsfordifferencesinaccordancewiththerequirementsofthecertificationrules.
Article26Inoneofthefollowingcircumstances,thecertificationbodyshallcancelthecertificationcertificateandannounceittothepublic:
(1)ThevalidityperiodofthecertificationcertificateexpiresandthecertificationclienthasnotappliedforitContinueduse;
(2)Sertifioitu tuote ei ole pidempituotannossa;
(3)Thecertifiedproductmodelhasbeenincludedinthecatalogofproductsthatareexplicitlyeliminatedorprohibitedbythestate;
(4)Certification-asiakas hakee peruutusta;
(5)Muut olosuhteet, jotka tulisi peruuttaa lain mukaan.
Article27Inoneofthefollowingsituations,thecertificationbodyshallsuspendthecertificationcertificatewithinthetimelimitspecifiedinthecertificationrulesandannounceittothepublic:
(1)CertificationapplicabletotheproductThebasisorthecertificationrulesarechanged,andtheproductfailstomeetthechangerequirementswithinthespecifiedtimelimit;
(2)Thecertificationclientisfoundtoviolatethecertificationrulesandotherregulationsduringthefollow-upinspection;
(3)Refusingtoacceptfollow-upinspectionwithoutjustifiedreasonsorthefollow-upinspectionfindsthattheproductcannotcontinuetomeetthecertificationrequirements;
(4) Sertifiointiasiakashakee jäädyttämistä;
(5)Muut lain edellyttämät keskeyttämisolosuhteet.
Article28Inanyofthefollowingcircumstances,thecertificationbodyshallrevokethecertificationcertificateandannounceittothepublic:
(1)Sertifioidussa tuotteessa on vikaa, mikä johtaalaatuturvallisuusonnettomuuteen
(2)Inthefollow-upinspection,itisfoundthatthecertifiedproductisinconsistentwiththesampleprovidedbythecertificationclient;

Article29:Whereacertifiedproductiscancelled,suspendedorwithdrawn,thecertificationbodyshalldeterminethecategoryandscopeoftheproductthatdoesnotmeetthecertificationrequirements.
Fromthedateofcancellationorrevocationofthecertificationcertificateorduringthesuspensionperiodofthecertificationcertificate,productsthatdonotmeetthecertificationrequirementsshallnotcontinuetobeshipped,sold,importedorusedinotherbusinessactivities.
Article30Thestyleofthecertificationmarkconsistsofabasicpatternandcertificationtypelabel.Thebasicpatternisasfollows:

Article33Nounitorindividualmayforge,alter,fraudulentlyuse,tradeortransfercertificationcertificatesandcertificationmarks.

Article35Thecertificationbodyshallsendthecertificationprincipalofthecertifiedproduct,thecertifiedproductanditsmanufacturingenterprise,andtheinformationonthecancellation,suspensionorrevocationofthecertificationtotheCNCAandtheprovince.Thetwolocalqualityinspectionbureausatthelocallevelwillreport.
Article36:AccordingtotheunifiedplanoftheGeneralAdministrationofQualitySupervision,InspectionandQuarantine,theStateCertificationandAccreditationAdministrationwilladoptregularorirregularmethodstosuperviseandinspectcertifiedproducts.
Producers,sellers,importersandusersofcertifiedproductsshallnotrefusetosuperviseandinspect.
TheNationalCertificationandAccreditationAdministrationestablishesasystemforpublishingcertifiedproductsandtheirproducers,andannouncestheresultsofsupervisionandinspectiontothepublic.
Article37Thetwolocalqualityinspectionbureausshallsuperviseandinspectcompulsoryproductcertificationactivitiesintheirjurisdictionsinaccordancewiththeirrespectiveduties,andinvestigateanddealwithillegalacts.
Iftheproductslistedinthecataloghavenotbeencertified,buthavenotyetleftthefactoryorsold,thelocalqualityinspectionandinspectionbureausshouldwarntheirproductmanufacturerstocarryoutcompulsoryproductcertificationinatimelymanner.
Article38Whenthetwolocalqualityinspectionbureausconductcompulsoryproductcertificationsupervisionandinspection,theymayentertheproductionandbusinesspremisesaccordingtolawtoconducton-siteinspections,consultandcopyrelevantcontracts,bills,accountbooksandothermaterials.Sealupordetainuncertifiedproductsorproductsthatdonotmeetcertificationrequirements.
Article39Producersandsellersofproductslistedinthecatalogueshalldiscloserelevantinformationtothesocietyiftheydiscoverthattheproductstheyproduceandsellhavehiddensafetyhazardsthatmaycauseharmtohumanhealthandlifesafety,Taketheinitiativetotakeremediessuchasrecallingproducts,andreporttorelevantsupervisionandmanagementdepartmentsinaccordancewithrelevantregulations.
Iftheproducersandsellersoftheproductslistedinthecatalogfailtofulfilltheobligationsstipulatedintheprecedingparagraph,theGeneralAdministrationofQualitySupervision,InspectionandQuarantineshallinitiatetheproductrecallprocedure,ordertheproducertorecalltheproduct,andthesellertostopsellingtheproduct.
Article40Entry-exitinspectionandquarantineagenciesshallimplemententryverificationmanagementforimportedproductslistedinthecatalog,checkcertificationcertificates,certificationmarksandothersupportingdocuments,andcheckwhetherthegoodscertificatesareconsistent.Iftheverificationfails,itshallbedealtwithinaccordancewithrelevantlawsandregulations,andfollow-upsupervisionofimportedproductslistedinthecatalogshallbeimplemented.
Article41Inboundarticleslistedinthecataloguemeetoneofthefollowingcircumstances,nocompulsoryproductcertificationisrequireduponentry:
(1)Foreignembassies,ArticlesforpersonaluseofconsulatesorinternationalorganizationsinChinaandtheirdiplomaticpersonnel;
(2)ArticlesforpersonaluseofofficialagenciesofthegovernmentsofHongKongandMacaoSpecialAdministrativeRegionsintheMainlandandtheirstaff;
(3)ulkomaista tulokkaiden tuomia henkilökohtaisia esineitä;

Article42Inanyofthefollowingcircumstances,theproducer,importer,selleroragentoftheproductlistedinthecatalogmayapplytothelocalentry-exitinspectionandquarantineagencyforexemptionfromcompulsoryProductcertificationapplication,submitrelevantcertificationmaterials,liabilityguaranteeletter,productconformitystatement(includingtypetestreport)andothermaterials,andconductproducttestingasneeded,andobtainthe"CertificateofExemptionfromCompulsoryProductCertification"afterapproval.Importedandusedinaccordancewiththedeclaredpurpose:

Article43Ifcertificationbodies,inspectionagencies,andlaboratorieshaveoneofthefollowingcircumstances,theCNCAshallorderthemtosuspendbusinessforrectification,andduringtherectificationperiod,theyshallnotengageincompulsoryproductcertificationwithinthedesignatedscope.,Inspectionandtestingactivities:

Article45Ifthecertificationbody,inspectionagencyorlaboratoryobtainsthedesignationbyfraud,briberyorotherimpropermeans,theCNCAshallrevokethedesignationandannounceit.
Thecertificationbody,inspectionagencyorlaboratoryshallnotapplyfordesignationagainwithin3yearsfromthedateofcancellationofthedesignation.
Article46Personsengagedincompulsoryproductcertificationactivitieswhoissuefalseoruntrueconclusionsandfabricatefalseorfalsedocumentsorrecordsshallberevokedtheirpracticequalifications;within5yearsfromthedateofrevocation,ThecertificationpersonnelregistrationagencyoftheChinaCertificationandAccreditationAssociationnolongeracceptsitsregistrationapplications.
Article47Ifthecertificationclienthasobjectionstothecertificationdecisionofthecertificationbody,hecanappealtothecertificationbody.Ifhestillhasobjectionstotheresultofthecertificationbody,hecanappealtotheCNCA.
Article48AnyunitorindividualhastherighttoreportviolationsoflawsandregulationsincompulsoryproductcertificationactivitiestotheGeneralAdministrationofQualitySupervision,InspectionandQuarantine,theStateCertificationandAccreditationAdministration,orlocalqualityinspectionbureaus.TheGeneralAdministrationofProcuratorialInspection,theStateCertificationandAccreditationAdministrationorthelocalqualityinspectionbureausshallinvestigateanddealwithitinatimelymanner,andkeepthereporterconfidential.
Luku 5 PenaltyProvisions
Article49Theproductslistedinthecataloguehavenotbeencertified,andhavebeenshipped,sold,importedorotherwiseoperatedwithoutauthorization.ThoseusedinactivitiesshallbepunishedbythetwolocalqualityinspectionbureausinaccordancewithArticle67oftheCertificationandAccreditationRegulations.
Article50Aftertheproductslistedinthecataloguearecertified,theydonotfollowthestatutoryconditionsandrequirementstoengageinproductionandbusinessactivitiesorproduceandsellproductsthatdonotmeetthestatutoryrequirements.TheSpecialProvisionsoftheStateCouncilonStrengtheningtheSupervisionandAdministrationofFoodandOtherProducts’SafetyshallbedealtwithinArticle2andArticle3,paragraph2.
Article51violatesthesecondparagraphofArticle29oftheseregulations.Duringtheperiodofcancellation,revocationorsuspensionofthecertificationcertificate,productsthatdonotmeetthecertificationrequirementsshallcontinuetobeshipped,sold,importedorotherwiseThoseusedinbusinessactivitiesshallbepunishedbythelocalqualityinspectionbureausinaccordancewithArticle67oftheCertificationandAccreditationRegulations.
Article52,inviolationofArticle42oftheseregulations,fabricatedfalsematerialstodefraudthe"CertificateofExemptionfromCompulsoryProductCertification"orproductsafterobtainingthe"CertificateofExemptionfromCompulsoryProductCertification"Ifitisnotusedinaccordancewiththeoriginaldeclaredpurpose,theentry-exitinspectionandquarantineagencyshallorderittomakecorrections,revokethe"CertificateofExemptionfromCompulsoryProductCertification",andimposepenaltiesinaccordancewithArticle67oftheCertificationandAccreditationRegulations.
Article53Wherethecertificationcertificateisforged,altered,leased,loaned,fraudulentlyused,tradedortransferred,thelocalqualityinspectionandinspectionbureaushallorderittomakecorrectionsandimposeafineof30,000yuan.
Ifthecertificationmarkistransferredorresold,thelocalqualityinspectionandinspectionbureaushallorderittomakecorrectionsandimposeafineoflessthan30,000yuan.
Article54Inanyofthefollowingcircumstances,thelocalqualityinspectionandinspectionbureaushallorderittomakecorrectionsandimposeafineoflessthan30,000yuan:(1)ViolationoftheseregulationsThefirstparagraphofArticle13stipulatesthatthesamplesprovidedbythecertificationclientareinconsistentwiththeactualproducts;
(2)ViolatingtheprovisionsofArticle24oftheseregulationsandfailingtoapplytothecertificationbodyinaccordancewiththeregulationsChangeofcertificationcertificate,factory,sale,import,oruseofproductslistedinthecataloginotherbusinessactivities;Extendingthecertificationcertificate,leavingthefactory,selling,importing,orusingthelistedproductsinotherbusinessactivitieswithoutauthorization.
Article55:Inanyofthefollowingcircumstances,thelocalqualityinspectionandinspectionbureausshallorderthemtomakecorrectionswithinatimelimit,andiftheyfailtomakecorrectionswithinthetimelimit,afineoflessthan20,000yuanshallbeimposed.
(1)InviolationofArticle23oftheseregulations,thecontentofthecertificationcertificatemarkedonthecertifiedproductanditssalespackageisinconsistentwiththecontentofthecertificationcertificate;
(2)ViolatingtheprovisionsofArticle32oftheseregulationsandfailingtousethecertificationmarkinaccordancewiththeregulations.
Article56Ifthecertificationbody,inspectionagency,orlaboratoryissuesfalseconclusionsortheconclusionsissuedareseriouslyinaccurate,theCNCAshallrevoketheirdesignation;Personsdirectlyresponsibleshallberevokedcorrespondingpracticequalifications;ifacrimeisconstituted,criminalresponsibilityshallbeinvestigatedinaccordancewiththelaw;iflossesarecaused,correspondingcompensationliabilitiesshallbeassumed.
Article57Ifacertificationbody,inspectionagency,orlaboratoryhasoneofthefollowingcircumstances,theCNCAshallorderittomakecorrections.Ifthecircumstancesareserious,thedesignationshallberevokeduntiltheapprovaldocumentofthecertificationbodyisrevoked.
(1)Engaginginthecertificationofcatalogproductsandtestingandinspectionactivitiesrelatedtocertificationbeyondthedesignatedbusinessscope;
(2)määrätyn sertifiointiyrityksen siirtäminen;
(3)Continuetoengageincompulsoryproductcertification,inspection,andtestingactivitieswithinthedesignatedscopeduringtheperiodofbusinessclosureforrectification;
(4)Aftertheperiodofbusinessclosureforrectification,theinspectionstillfailstomeettherequirementsRectificationrequirements.
Article58TheNationalCertificationandAccreditationAdministrationandthelocalqualityinspectionbureausandtheirstaffwhoabusetheirpowers,practicefavoritism,orneglecttheirdutiesshallbegivenadministrativesanctionsaccordingtolaw;ifacrimeisconstituted,criminalresponsibilityshallbeinvestigatedaccordingtolaw.
Article59:Forotherillegalactivitiesincompulsoryproductcertificationactivities,penaltiesshallbeimposedinaccordancewithrelevantlawsandadministrativeregulations.

Article2Thefactoryshallproducecertifiedproductsconsistentwiththequalifiedsamplesconfirmedbythecertificationbodyinaccordancewiththeproductcertificationimplementationrulesandthefactory'squalityassurancecapabilityrequirements.
Article3Thefactoryshallkeepabreastoftheinformationandrequirementsintheonlinepublicdocumentsofthecertificationbody.
Article4Thefactoryshallestablishandmaintainatleastthefollowingdocumentedproceduresorregulations,andthecontentshallbecompatiblewiththefactoryqualitymanagementandproductqualitycontrol:
(1) Sertifiointimerkki

(6)Vaatimustenvastaisten tuotteiden hävittämistä koskevat tiedot;
(7)Sisäisen tarkastuksen tiedot;
(8)asiakkaiden valitukset ja korjaustoimenpiteet;
(9)osien ja komponenttien määräaikaisvahvistus- ja tarkastuspöytäkirjat;
(10)Tietoja merkkien täytäntöönpanosta;
(11)Rekisteröinnit toimintatarkastusten virheellisten vaatimusten korjaamisesta;
Theretentionperiodofrecordsshouldnotbelessthanthetimeintervalbetweentwoinspections,thatis,atleast24months,toensurethatalltherecordsgeneratedafterthisinspectionRecordscanbefoundinthenextinspection.
Article6Thefactoryshallcooperatetocompletethefactoryinspectionactivitiesarrangementsmadebythecertificationbody.Fortheinitialfactoryinspection,thefactoryshouldconductthefactoryinspectionaccordingtotheplannedtimeagreedwiththecertificationbody;forthesupervisionandinspection,thefactoryshouldacceptthesupervisionandinspectionofthecertificationbodywithinthespecifiedtimelimit.Atthesametime,thecertificationbodycanfollowtheinternationalpracticewithoutpriornotice.Incaseoffactorysupervisionandinspection(suchasunannouncedinspection,specialsupervisionandinspection),thefactoryshallcooperate.Otherwise,thecertificationbodyhastherighttosuspendthecertificationcertificate.
Article7Thefactoryshallallowinspectorstoenterallareasinvolvedinproductcertificationforsamplingorinspection,readrelevantrecordsandinterviewrelevantpersonnel(ifthereareareasthatneedtobekeptconfidential,theyshallreporttothecertificationbody).
Article8Thefactoryshouldcooperatewiththeinspectionteamtoconducton-sitedesignatedtestsbasedontheproductcharacteristicsandthespecificconditionsofthefactory.Theon-sitedesignatedtestsarecarriedoutbythefactorywhentheinspectionteamwitnessesthem.
Article9Thefactoryshouldcooperatewiththeinspectionteamtochecktheconsistencyoftheproduct.Ifthedisassemblyofthewholemachineisinvolvedintheinspectionprocess,thefactoryshouldarrangeforpersonneltoperformit.
Article10Duringfactoryinspection,ifthecertifiedproductchangesorisinconsistent,thefactoryshouldtaketheinitiativetoexplaintotheinspectionteam.
Article11Whentheproductneedstobesampled,thefactoryshouldcooperatewiththeinspectionteamtosealthesamplesonsiteandsendthesamplestothedesignatedtestingagencywithinthespecifiedtime.
Article12Thefactoryshallprovidenecessaryworkconvenienceforinspectors.
Article13Thefactoryshallcommunicatewiththelicenseetopromptlypaythesupervisionandinspectionfee(includingthedailyfeeforthesupervisoryreviewerandthedailyfeeforthepasser-by),theannuityandtheproductsupervisionandsamplinginspectionfee(ifany).
Article14Thefactoryshallnotreleasethefollowingproducts:

2.Thosewhomeettherequirementsofthisannouncementbuthavenotobtainedthe"CertificateofExemptionfromCompulsoryProductCertification"withoutauthorizationforfactorysales,importanduseinbusinessactivities;

4.Itisnotusedaccordingtotheoriginalapplicationpurposeafterobtainingthe"CertificateofExemptionfromCompulsoryProductCertification".
Applicationprocess
Forenterpriseapplication,theapplicationformcontainsrelevantinformationabouttheapplicant,manufacturer,manufacturerandproduct.Eachtypeofproductshouldbeappliedforseparately.Productsfromdifferentmanufacturersofthesamemodelshouldalsobeappliedforseparately.

3.TheCCCmarkcanbeappliedtothesameproductcategorywithinthefactory(accordingtothemandatoryproductcatalogissuedbytheGeneralAdministrationofQualitySupervision,InspectionandQuarantineandCNCA,the7thto10thdigitsinthe3CcertificatenumberThesamecanberegardedasthesameproductcategory),thesamemarktype(referringtoSorS&E,etc.)onotherCCCcertifiedproducts.PleasetruthfullyrecordandarchivetheuseoftheCCCmarkasrequired.

Customsdeclaration,inspectiondeclaration1.Formanufacturersthathaveobtainedthequalitymanagementsystemcertification,afterthesamplesaretestedandqualified,theCCCproductcertificationrepresentativefillsinthecertificationandapprovalformintime,andattachestheenterpriseapplicationform,theproductionplantsurveyform,andthemanufacturer’sreviewconfirmationaftertheaudit.DocumentssuchasIS09000qualitysystemcertificationcertificateandsampletypetestreportshallbesubmittedtotheheadquartersofCCCcertificationcenter.Afterconformityassessment,thedirectorofCCCcertificationcenterwillissuea"productcertificationcertificate",andregularlyannouncethestatusofcertification,andthenarrangeacombinedqualitysystemdate.ChapterSupervision’s"SupplementarySecurityElements"review.

TheproductcanonlybeaffixedwiththeCCCsafetycertificationmarkafterobtainingtheCCCproductcertificationcertificate.Thelogocanbe:customsdeclaration,inspectiondeclaration)
Onepurchasedfromthecertificationcenterandpastednearthenameplateoftheproduct;
Customsdeclaration,inspectiondeclarationoneorapplicationtothecertificationcenter,printedafterapprovalOnthenameplateormoldedontheproduct.
Customsdeclarationandinspection,foreignexchangeverification,exporttaxrebate,customsclearanceconsulting,themanufacturereffectivelycontrolstheuseofthelogo,andsetsupaledgertorecorditspurchaseanduse.
Customsdeclaration,inspectiondeclarationa)Theapplicantforthepurchaseofthesafetymarksubmitsanapplicationforthepurchaseofthemarktothecertificationcenter.Thecontentshouldinclude:
1)hakija,valmistaja ja yhteyshenkilö;tulli-ilmoitusTarkastusilmoitus,valuutanvaihtotarkastus,vientiveronalennus,tullikonsultaatio
2)Tuotteen nimi ja malli;

5)Hakijan maksutapa ja allekirjoitustapa; tulli-ilmoitus, tarkastusilmoitus
6)yrityksenluvan myöntäminenPeoplesign.
Applicantsforcustomsdeclarationandinspectioncanalsoobtainthe"ApplicationforPurchaseMark"fromthecertificationcenter,fillitoutandreturnittothecertificationcenter.Ifitispurchasedbyanagent,theapplicant'spowerofattorneymustalsobeattached.Thecostofthelogoisrequiredtopurchasethelogo.Thecertificationcentersendsthelogototheapplicantortheapplicantdirectlycollectsthelogo.
Aftertheprinted/moldedlogoproducthasobtainedtheCCCproductcertification,theapplicantcanapplyfortheCCCsafetylabel
tobeprintedontheproductnameplate,orthelogocanbemoldedontheproduct.Theapplicantsubmitsanapplicationtothecertificationcenter,whichshouldincludethefollowingcontent:
1) Hakija, valmistaja, yhteyshenkilö; tulli-, tarkastus- ja tarkastusilmoitus.
2) Tuotteen nimi ja malli; tulli-ilmoitus, tarkastusilmoitus
3)ThenumberoftheCCCproductcertificationcertificateobtainedbytheproduct,andacopyofthecertificateifnecessary;
4) Tehdasnumero:
Muotoiltu tai painetut mallikuviot;
6) Yrityksen valtuutetun henkilön allekirjoitus.
Customsdeclarationandinspectionapplicantscanalsorequestaprinted/moldedlogoapplicationformfromthecertificationcenter,andreturnittothecertificationcentertogetherwiththemoldedorprinteddesignpatternafterfillingitout.Thecertificationcentershallreviewthelogoprinting/moldingapplicationsubmittedbytheapplicantaccordingtothefollowingrequirements:
1.Theformatandcontentofthenameplateshouldbeconsistentwiththenameplatesentwhenapplyingforcertification;
2.ThepatternofthesafetymarkshouldbethesameastheCCCmarkorbeenlarged/reducedproportionally:andthesizeshouldnotbesosmallthatitisunrecognizable.
3.Thereshouldbethemanufacturer'snumberorthecorrespondingcertificationnumberoftheproductunderthesafetymark.
Ifthedesigndoesnotmeettherequirements,thecertificationcenterwillnotifytheapplicantandpointoutthecorrespondingchangemeasures.Theapplicantcanreapplyafterchangingthedesignpattern.Afterthedesignpatternmeetstherequirements,afterthecertificationcenterapprovesit,theapplicantwillsend10nameplates(orphotocopies)tothecertificationcenterandpaytheprinting/moldingmarkapprovalfee.Itwillbeissuedafterapprovalbythecertificationcenter,andthenoticeofprinting/moldingmarksisallowed.
