In2007,HAP-Internationalanditspartners,disastersurvivorsandOtherpartiesjointlyformulatedthe2007HumanitarianResponsibilityandQualityManagementStandards(HAPStandardsforshort).
ThissystemisdesignedtoensurethataccreditedorganizationscanmonitorthequalityoftheirhumanitarianactionsinaccordancewithHAPstandards.Infact,athree-yearHAPcertificatemeansthatexternalauditorscanunderstandtheorganization’smission,accounting,andcontrolsystems,therebyensuringthatitsactionsandoverallaccountabilitysystemaremoretransparent.AsstatedbytheInternationalHumanitarianResponsibilityPartners,the2007HumanitarianResponsibilityandQualityManagementStandardsarequalityassurancetoolsforhumanitarianorganizations.Bycomparinganorganization'soperatingprocedures,policies,andresultswiththesixbenchmarksoftheHAPstandard,itispossibletomeasuretheorganization'sperformanceinensuringthequalityofitshumanitarianworkandtheaccountabilitysystem.

The"GlobalPlan:[HumanitarianCharterandMinimumStandardsforDisasterResponse]"iscontainedinthe"GlobalPlan:[HumanitarianCharterandMinimumStandardsforDisasterResponse]"inthe[GlobalPlan]handbookpublishedbyseveralmajornon-governmentalhumanitarianorganizations,whichliststhefollowingprinciplesforhumanitarianaction:

The"qualityproject"basedonthe"qualityguidelines"isAnalternativetothe"GlobalPlan",itconsidersthepursuitof"minimum"standardsratherthanqualityofworkandthesideeffectsofstandardization.ThisprojectisorganizedbyGroupeURD.

Manyimportantaidagencies(donatingcountries,NGOs,etc.)arereceivingaidThereareofficesinthecountrythatacceptconsultationandrescuerequirements.Afterthedisasteroccurs,youshouldapplytotheappropriaterescueagencyassoonaspossible.Accordingtodifferentrescueneeds,theselectioncriteriaofarescueorganizationdependsontheorganization'smaterialresources,communicationchannelsandlimitations.
1.Resources.Theformsofassistancefromaidagenciesincludecash,materials,technicalassistance,food,andloans.2,communicationchannels.Appropriatecommunicationchannelsareveryimportantbecausesomeaidagenciesonlyacceptrequestsforassistancefromcertainchannelsoronlyprovideassistancethroughcertainagenciesorgovernmentdepartments.

Theaffectedcountrymustclearlyarrangetheactivitiesofthehealthdepartment,thegovernment,andnon-governmentalorganizations,includingliaisonwiththem.,Coordination,andsupervisionrelationshipwiththem.
Itisbesttomeetregularlywithrepresentativesofvariousbilateralorinternationalorganizations.TheUnitedNationscoordinatororthePanAmericanHealthOrganization/WorldHealthOrganizationcanassistinorganizingthemeetings.Ifpossible,aneutralmainconferenceorganizationcanbeestablished.Inaddition,theassistingagencycanestablishtemporarycontactwiththeemergencyrescuecommitteeofthedisaster-affectedcountry,andifthereisaproblem,itcancontactthecommitteeintime.
Sometimesevenwhentheaffectedcountryhasclearlystatedthatitneedsacertaintypeofassistanceanddoesnotneedacertaintypeofassistance,certainunwelcomeassistance,especiallydrugsandvolunteermedicalpersonnel,continuetoappear,andCausedlong-termproblems.Medicalteamsfromneighboringcountriesorregionswithacommonlanguageandculturemayprovidevaluablehelp.However,someforeignvolunteersarenotfamiliarwiththelocalsituation,donotbelongtoanyinstitution,andinsomecasescannotevenprovetheirmedicalqualifications.Itisoftencounterproductive.
Thesimplestbutsometimesimpracticalwayistorefusetousemedicalvolunteerswithoutinstitutionalcertificationorrecommendation.However,ifforeignmedicalworkersareallowedtoworklocally,thegovernmentwilleithersetupatemporarymedicalpracticeregistrationmechanism,orcancelmedicalqualificationrequirements,orsetuporcancelmedicalmalpracticeinsurance.
RegionalbilateralaidtreatiessignedbetweenneighboringcountriesofLatinAmericaandtheCaribbeanandcountrieswiththesamepoliticalsystemprovideopportunitiesforhorizontalcooperationandtheestablishmentofamutualassistancesystem.Especiallyinborderareas,formalagreementsandjointplanningandimplementationofrescueoperationsarethebasisforclearingobstaclesandcarryingoutrescueactivitiesquicklyandeffectively.
